wayland-scanner: use for nativeBuildInputs
This makes things more explicit (and less confusing) but only touches
the packages that I maintain.

wlroots: 0.13.0 -> 0.14.0
The new release comes with breaking changes so we temporarily introduce
wlroots_0_13 for packages that don't yet support wlroots 0.14.
For the rest of the packages the required upstream patches for this new
wlroots release are fetched (if feasible).

Profpatsch 4a7f99d55d treewide: with stdenv.lib; in meta -> with lib;

meta = with stdenv.lib;

is a widely used pattern. We want to slowly remove
the `stdenv.lib` indirection and encourage people
to use `lib` directly. Thus let’s start with the meta
field.

This used a rewriting script to mostly automatically
replace all occurances of this pattern, and add the
`lib` argument to the package header if it doesn’t
exist yet.

cage: fix build
The build fails because some C headers got removed from mesa-19.2.2.
Using libGL seems to be the correct way to use GL related headers.
