treewide: remove wkennington as maintainer
He prefers to contribute to his own nixpkgs fork triton.
Since he is still marked as maintainer in many packages
this leaves the wrong impression he still maintains those.

libseccomp: Disable only on RISC-V if Linux.
The isSeccomputable flag treated Linux without seccomp as just a
normal variant, when it really should be treated as a special case
incurring complexity debt to support.

libseccomp: Fix RPATH
Ensure that bin/scmp_sys_resolver doesn't have $TMPDIR in its RPATH.

I can't reproduce the issue reported in
98edb24368 that required the addition of
a wrapper script. It seems to work fine without.

Renaud 98edb24368 libseccomp: 2.3.1 -> 2.3.2 + fixed scmp_sys_resolver
`libseccomp` is updated to 2.3.2
`scmp_sys_resolver` is fixed (it could not find libseccomp.so.2 shared library before)

Bjørn Forsman bd01fad0ed Captialize meta.description of all packages
In line with the Nixpkgs manual.

A mechanical change, done with this command:

  find pkgs -name "*.nix" | \
      while read f; do \
          sed -e 's/description\s*=\s*"\([a-z]\)/description = "\u\1/' -i "$f"; \
      done

I manually skipped some:

* Descriptions starting with an abbreviation, a user name or package name
* Frequently generated expressions (haskell-packages.nix)
