Charles Strahan c1ee8fefd4 nixos: add support for Ubuntu Fan Networking
This provides support for Ubuntu Fan Networking [1].

This includes:

* The fanctl package, and a corresponding NixOS service.
* iproute patches.
* kernel patches.
